If a student is not a resident of California, he or she is not eligible for protection under and recovery from the STRF. If a student is a recipient of Third-Party payer Tuition and course costs, that student is NOT eligible for protection under STRF.
To be eligible for STRF, you must be a “California resident” and reside in California at the time the enrollment agreement is signed or when you receive lessons at a California mailing address from an approved institution offering correspondence instruction. Students who are living in California on the basis of a student visa are temporarily residing in California for the sole purpose of pursuing an education, are not considered a “California resident” for purposes of the Student Recovery Fund. Newport University has voluntarily entered into an agreement with the Director of the Department of Consumer Affairs. The purpose of this agreement is to continue to comply with state statutes, rules and regulations as pertaining to a private postsecondary institution as existed on June 30, 2007.
